Shaparak payment gateway does not open from outside Iran because it refuses your request based on your IP address, not because anything is wrong with your account or your phone. The fix is to connect from an Iranian IP, and to have an Iranian bank card to complete the payment. What you see

Why it happens

Shaparak gateways treat transactions arriving from outside the country as high risk and decline them. It has nothing to do with your balance or card validity.

What fixes it

Connect from an Iranian IP and Shaparak payment gateway sees you the way it sees a user inside the country, and serves the same page it always did. You import a WireGuard config on your phone or laptop and connect.

What the IP does not solve

For Shaparak payment gateway you also need an Iranian bank card to complete the payment. Better to know that now than after you have paid.

Shaparak needs a one-time password sent to an Iranian number. The Iranian IP stops the transaction being refused outright, but you still need an Iranian card and that code.
