Bank Mellat does not work from abroad
The problem is not your account or your phone. It is where you connect from.
Short answer
Bank Mellat does not open from outside Iran because it refuses your request based on your IP address, not because anything is wrong with your account or your phone. The fix is to connect from an Iranian IP, and to have an Iranian mobile number to receive the login code. What you see

Why it happens
Bank Mellat limits access to its internet and mobile banking gateways to addresses inside the country.

Common questions
Why does the Bank Mellat site fail when everything else loads?
Bank Mellat checks where your connection comes from before it shows the login page. Other sites do not, which is why only this one fails. Your internet is fine and so is your account.
Is the mobile app different from the web portal here?
No. The app and the browser version apply the same restriction. If one refuses you, so will the other, and the same fix covers both.
Will the one time password reach me abroad?
It is sent by SMS to your Iranian mobile number. An Iranian IP removes the connection block but does not deliver that SMS to a foreign phone, so transactions still need access to that SIM.
