Bank Mellat does not work from abroad

The problem is not your account or your phone. It is where you connect from.

Short answer

Bank Mellat does not open from outside Iran because it refuses your request based on your IP address, not because anything is wrong with your account or your phone. The fix is to connect from an Iranian IP, and to have an Iranian mobile number to receive the login code. What you see

Why it happens

Bank Mellat limits access to its internet and mobile banking gateways to addresses inside the country.
