Bank Mellat does not work from abroad
The problem is not your account or your phone. It is where you connect from.
Short answer
Bank Mellat does not open from outside Iran because it refuses your request based on your IP address, not because anything is wrong with your account or your phone. The fix is to connect from an Iranian IP, and to have an Iranian mobile number to receive the login code. What you see
The Mellat app reports that it cannot reach the server, or the internet banking page never loads at all.
Why it happens
Bank Mellat limits access to its internet and mobile banking gateways to addresses inside the country.

What the IP does not solve
For Bank Mellat you also need an Iranian mobile number to receive the login code. Better to know that now than after you have paid.
