Bank Melli (BAM) does not open from outside Iran because it refuses your request based on your IP address, not because anything is wrong with your account or your phone. The fix is to connect from an Iranian IP, and to have an Iranian mobile number to receive the login code. Usually the password is fine. From abroad the request is refused before it ever reaches the password check, and the app reports that as a login error. With an Iranian IP the same password works.
Can I reset my BAM password from outside Iran?
Yes, provided you connect from an Iranian IP and can receive SMS on the Iranian number registered on the account. The reset sends a confirmation code, and that code only goes to that number.
Do I need the Iranian SIM just to check my balance?
To log in and see your balance and statement, an Iranian IP is enough. The SIM matters when you make a transaction or change a password, because those steps send a code by SMS.
