Bank Pasargad does not work from abroad
The problem is not your account or your phone. It is where you connect from.
Short answer
Bank Pasargad does not open from outside Iran because it refuses your request based on your IP address, not because anything is wrong with your account or your phone. The fix is to connect from an Iranian IP, and to have an Iranian mobile number to receive the login code. What the IP does not solve
For Bank Pasargad you also need an Iranian mobile number to receive the login code. Better to know that now than after you have paid.
